Work around artemis 2.6.3.redhat-00014 pulling in netty 4.1.28.Final-redhat-00001 rather than the tested 4.1.25.Final-redhat-00003

4.1.28.Final-redhat-00001 does not exist in our maven repo and so the build fails with a clean repository. Artemis upgraded to .28 to satisfy all their other cross product agreements. https://issues.jboss.org/browse/JBEAP-15385 explains why we did not do so in EAP close to the freeze.
