[ja_JP][zh_CN] Cannot view any items under Browse by and with error message for other locales except en_US in Access Control after changing the Locale to ja_JP and zh_CN.

1. Click Access Control from the top navigation bar, check the details on the right. 2. Change Locale to ja or zh_Hans or any other locales via Settings dialog. 3. Click Yes. Actual Result: 1. The UI refreshed, but the item of Users/Groups/Roles cannot be viewed after changing the locale to ja and zh_Hans. 2. With an error message pop-up after changing locale to other languages except en_US. Expected Result: Can view items under Browse by and no error message after changing Locale.
