[CD13] Deprecate Red Hat provided JDBC drivers from EAP CD13

    Description

      From CLOUD-2532, "We don't have a workable alternative for installing drivers for CD13, so we're going to deprecate the drivers in the documentation, and revisit this for CD14."

      Drivers will be deprecated in CD13, and removed in CD14.
