Right-click on a blank Dynamic Web Project to create a JPA entity. The dialog says "Only JPA enabled projects may be selected".

The developer flow will be:

• Cancel this dialog
• Go enable JPA somewhere else
• Come back to this dialog to create JPA

This flow should be simplified where if the project is not JPA enabled then a dialog should be prompted to enable it.
