JSF Deployer should always add JSF if JSF_CONFIG_NAME param is present.

    Description

      If the org.jboss.jbossfaces.JSF_CONFIG_NAME param is specified in WEB-INF/web.xml, then the JSF impl should be added to the war even if no FacesServlet is specified. This provides a workaround to override behavior in case of problems.
