Refactor AS dist/build pom into separate dist and depchain poms

    Description

      ALR on #jboss suggested that the current AS dist pom should be split into two separate poms. One would contain all the dependencies used to build the dist (dep chain), and the other would have a single optional dependency on the depchain pom and would be used when only the dist zip is needed in a Maven build.
