Use the correct CL to load managers.xml

    Description

      Currently the managers.xml is loaded through TrapEmitter.class.getClassLoader, which assumes a packaging structure where the class and the config file are bound together. Instead access via the TCCL so that we obtain managers.xml from a reachable context.
