Editing application.xml does not restart EAR deployment (touching the EAR directory does)

    Description

      When I edit or touch the application.xml file, the exploded directory deployment does not restart.

      If I touch the .ear directory, it does.

      This is a change from all previous versions of JBoss, and breaks JBoss Tools.
