Upgrade Tomcat to Version 5.5.18

We have to ensure that Tomcat needs to be upgraded to the latest version available at the release of 4.0.5.GA

Just before the release happens and this issue is being closed, we need to update the title of this JIRA issue to indicate the correct version of Tomcat that is included.
