The war WebCtxLoader is not limiting WEB-INF/lib classpath contents to jars

It does not appar as though the war WebCtxLoader is limiting WEB-INF/lib classpath contents to *.jar matches as it should according to the spec. We need to support limiting the classpath content to just the *.jar elements.
