Get 3.2 testsuite running under jdk 1.3

    Description

      The 3.2.6 release had regressions that broke compilation and running under jdk1.3. The 3.2 testsuite needs to be running well under jdk 1.3 for the 3.2.7 release. There are some tests that do rely on jdk 1.4.x features that may not be resolvable, but the majority of the tests should be working correctly.
