Support marshalling of state transfer during web app re-deployment (was: Refactored Tomcat lifecycle with dependency on JBossCache)

With the new addition of JBossCache TreeCacheMarshaller, during initial state transfer, we will need the following start sequence for the user-specified class loader to work properly:

1. cache.create
2. tomcat.container.create

• located cache mbean
  3. tomcat.container.start
• web app deployed and so register the cl
  4. cache.start
• start state transfer
  5. tomcat.connector.start
• all go
