Check the SQLStatus for MySQLExceptionSorter == 8

Per Mark Matthews (the author of the MYSQL JDBC driver), the exception sorter should check to see if the SQLException.getSQLStatus() returns a code beginning with 08 to deterimine connection failures as there are not explicit vendor specific codes dealing with them.
