Re-enabling rebalancing should not start a rebalance for a cache in degraded mode

When rebalancing is re-enabled, we queue a new rebalance regardless of cache availability. But the availability strategy queues rebalance requests even while rebalancing is disabled, so we should just execute the rebalance with the queued member list (if any).
