PartitionHandlingInterceptor should not do checks when Flag.CACHE_MODE_LOCAL is supplied

The PartitionHandlingInterceptor currently checks every key irrespective of flags. Since CACHE_MODE_LOCAL flag doesn't involve other nodes we should ignore these checks as the user must know what they are doing.
