KeyAffinityServiceTest checks an incorrect condition which intermittently makes it hang for 20 mins and then fail

There is a check the the end of KeyAffinityServiceTest.testConcurrentConsumptionOfKeys that verifies that buffer of keys is at max capacity. This is incorrect as new key generation is only triggered if the buffer size goes below the .5 threshold.
