REST: get Availability metric to return data in oldest first

      API

      GET /{tenantId}/metrics/availability/{id}/data

      As discussed on IRC I feel that data points returned by get Availability is currently in reverse order, inconsistent with the left-to-right, oldest-first view that one would expect. The api optional time range params expect start to be older than end.

      For example, a client code monitoring a web server can insert availability data as follows:

      Avail(16:00:00, status=up), Avail(16:00:15, status=up), Avail(16:00:30, status=down)

      The rest api should return data sorted in the same order:
      {(:00, up), (:15, up), (:30, down)}
