Join org workflow without email (for users in the system)

    Description

      Right now I need an email invitation to join an org.
      If I already have a new user in the system, it should be possible to add the user to an org.

      The new user could request access to the org and then someone with appropriate rights) could go to the org screen, see the request and then approve or deny.
