Revise screen layouts for Application Server screens

    Description

      Update many of the Application server Metrics screens to use a new layout. The layout includes:

      • A right side bar. Alerts will be moved into a panel within this right side bar.
      • Tailor alert styling/presentation to accommodate being displayed in the right bar.
      • Revisions to the aggregate tiles to include padding between tiles.
      • TBD: Potentially moving all filters (including date/time) below the tabs.

      Following the bootstrap grid system: There will be a left content area that uses 8 columns, and the right side bar will consume 4 columns, see:
