[Charts] Add standalone charting of counters

Currently, the standalone charts only work with Gauge graph data. We now need to have it do counters (rate data). This has a different rest url.

This might be as simple as adding a 'counter' that if set to true interprets standalone charts as counter type otherwise gauge.
