Deploying from Add New Deployment requires Server Restart

    Description

      Since the deployment of new ears and wars requires a restart it appears that the 'Add New Deployment' functionality doesn't work. Unless you restart the server. The server needs to pick up the new deployment dynamically, so that it appears in the UI Deployment List or else users will be confused.
