Sites with more than 7.5 seconds response time report as down

I'm sure this is due to the pinger and a timeout time of 7500ms but sometimes a site under significant volume may extend beyond 7.5s and then all of its (important) metrics will not be collected?

The question is: Do sites with more than 7.5s response time still record metrics (even though availability will be considered down)? Or does the timeout eliminate the possibility of recording those metrics?
