Do not limit the level of CONSOLE logger for kettle.build.type=dev

ATM, the level of CONSOLE logger for kettle.build.type=dev is limited to DEBUG. This makes it unnecessarily complicated complicated to get TRACE messages. The get rid of the limitation, the whole <level name="DEBUG"/> statement can be removed.
