Publish role changes

Some components might choose to perform the permission checking on their own, which might involve persisting the roles on their preferred format. Because of that, Accounts need to publish an event when the roles for a given user/persona has changed, so that those components perform the required updates on their side.

The solution is to have a separate module that listens to a CDI event and publishes it to the bus. This separate module would be used with the kettle build. The main module would just publish the CDI event.
