Hawkular java agent should have "metrics only" and "agent only" modes

The java agent currently waits for the hawkular server to start before starting the jmx_exporter, and if it never finds a server, it won't start.

There should be a metrics-only mode where the agent only starts the exporter (and does not , and some sort of mode where you can disable the exporter.
