[charts] Replace sparkline chart with Scalable Hawkular Metric Chart

Now that we have fully responsive charts that can scale independently on both axes, we can eliminate the sparkline chart directive and replace it with the now fully responsive Hawkular Chart. This means less directives to document/maintain/know and the full capabilities of the normal charts (like alerting, bar charts types and everything else) available to the sparkline chart.

Anytime you can get rid of code and gain capabilities its a win
