Incorrect/Invalid URL Availability Data and Chart

The URL availability data had it's sort order reversed, so we are now getting the last timestamp where such state has been observed, while previously we were getting the first timestamp.

This causes the chart and summary data to be incorrect as calculations are made based on previous format.

This was due a metrics update where the default order for availability was changed to be similar to all other metrics. The fix is to pass the "order" param with "ASC" value in order to keep sorting the way it was.
