Move authentication to the console and away from the browser.

    Description

      At the moment the authentication is handled by the browser not the console, this has caused a couple of problems so should be moved into the console if we can - the main issue is making sure we can support both BASIC and DIGEST authentication.

      CLINET-CERT auth is most likely to stay in the web browser.

      The authentication will be implemented by a custom authentication mechanism called "Keymaker" described here: https://docs.google.com/document/d/1OmnnBpVOTooKaR-of8NgUeQvvahypFu9j-0OA-JadXs/
