Reload/Restart options are missing on hosts after loading/refreshing the web console with RBAC enabled

    Description

      The problem occurs in WildFly Domain Mode after enabling RBAC in Access Control. I have an admin user with the role SuperUser to login to the web console. After loading or refreshing the page the options for Reload and Restart are missing on hosts in the topology view and in the host list, see missing_options.png.
      I managed to get these option back by clicking on "View" on my host and going back. After this the Reload and Restart option were available again, see available_options.png.
