Missing replace operation for deployment

    Description

      For deployment, there is not anymore possible to select replace operation.
      This is because replacing behavior is now implicit - uploading deployment with the same name results in replaced deployment.
      But this is an unexpected regression compared to HAL 2.8 and not in line with WFCORE-3223 (deployment deploy-file --replace)
