In Extensions - Plugin Management a title on a button with down arrow is missing.

After patternfly migration there is still left one improvement in the title descriptions. In Extensions - Plugin Management is a button with a down arrow which keeps being mysterious after hovering over with a mouse (in simple words - doesn't show any description). The exact location of the button is depicted in the attachement. It would be nice to have some title description to appear, like, for example: "Create new item", or so.
