In operator does not work in guided decision table

      Description

      when 'in' operator with a template key (a column header in decision table) is used in a 'condition BRL fragment' in a guided decision table, it takes the data for it as a literal string and put it quotes always which would be mismatched input to 'in' operator.
      so if expression in BRL fragment is like
      OrderID in $orderKey
      and if decision table data tab column for it contains data as -> a,b,c
      then the resulting source is like OrderID in "a,b,c"
      and this would be a runtime error as mismatched input.
