New REST Element Wizard

Create a "New REST Element" wizard that enables users to create a single new REST element, which the user can then create a number of REST operations beneath.

Question: Which properties should we focus on in the wizard vs. more advanced properties in the property page?

We will break this into two pieces.

1. Provide a simple wizard that creates a single REST element with a mandatory ID field
2. Improve on that simple wizard to enable the user to provide additional properties

Note that:

• User should be unable to create new REST Element unless REST Configuration element already exists.
