Provide Doctype declaration to avoid warnings in provided templates

all the messages used for tests and demo contains no DTD or xsd

If we add
<?xml version="1.0" encoding="UTF-8"?>
<!DOCTYPE xml>
it helps Eclipse to understand that there is no DTD or xsd and that it is normal.
