Asynchronous test failures in SwitchYard builds

While testing FUSETOOLS-2018, we hit upon the on-again/off-again asynchronous build failures in Jenkins that I have been fighting for the last couple of years. Usually we just kick off another build until Jenkins gets its stuff sorted out and things run, but as apupier@redhat.com has discovered - it's become worse. Sometimes as many as 9 out of 10 builds fail while other times it's 1 out of 5.
