default camel version should be the version defined in the pom.xml for a project

Currently we try to determine the camel version from project settings. If that fails we fall back to use the latest camel version. That needs improvement:

1. try to determine version from the project settings
2. try to determine version from the pom.xml in the project
3. take the latest supported camel version

We should also make sure if a user uses a camel version which is not supported in the tooling we then help to migrate the pom.xml and project settings to be the latest supported version. This should be visible to the user / a import wizard like process.
