Enhance SAP Import Wizard to perform install of SAP library and tooling Plugins

Enhance the SAP Import Wizard to build and install SAP Library plugins and install SAP tooling plugins using a composite P2 update site.

Requirements:

1. SAP Tooling plugins will be built into an update-site separate from the rest of the IS tooling and deployed to an Internet accessible location.

2. The SAP library plugins will NOT be installed into dropins folder of the Eclipse instance but instead as part of a P2 installer process.

3. The SAP Import wizard delivered with the IS tooling will be enhanced to:
a. Create a temporary P2 update site into which the SAP library plugins will
be deployed.
b. Run a Composite P2 install using this temporary P2 update site in
conjunction with the SAP Tooling update site to install the tooling and
library plugins into Eclipse.
