Completer API should allow inter-dependent completion proposals for command arguments

For example

"jdbc setup --database MYSQL"

(future options and completable values should be constrained to rules defined by the case where MYSQL was selected as a database. these options and values would be different, for example, if the user had selected --database POSTGRESQL)
