Forge should verify plugin versions on startup to prevent failures

Forge should print a list of incompatible plugins at boot time instead of crashing or failing to load any plugins.

Forge will take advantage of this functionality automatically.

Plugin authors should be able to specify a branch or tag in version control to correspond to specific versions of the forge API.
