ProjectType should allow return a better navigation flow instead of starting from a single UIWizardStep

Right now ProjectType.getSetupFlow() returns a class that defines the flow a wizard must take. It would be much better if ProjectType could introduce a method that returns a NavigationFlow with details of the UI and the environment (UINavigationContext)
