Documenting how to create and test a command that creates or updates text or XML

The idea is to document commands that change Java code as well as text of XML.

1. A command to add a new Maven repository so it changes an existing XML file (no Java code)
2. A command to create a new CDI extension or to enable a CDI alternative so it creates Java code as well as creating or updating existing XML
