[FORGE-1550] Set up a CI build server that is publicly visible and works.

I understand, the problem is builder on Windows.
I don't know a free CI with windows.

Doesn't viable execute builder on Windows in another server?

          Hi Daniel,

We are actually using TeamCity for our builds. Since the build is quite large and should also run in Windows boxes, I think we can stick with it. The only problem is that it is not publicly available. We also have a Forge CI server on Cloudbees (https://forge.ci.cloudbees.com) but we are not really using it atm, given the Windows requirement.

Inspite of having a Cloudbees instance available (http://forge.ci.cloudbees.com/), we are using TeamCity
