Faces setup should create an empty faces-config.xml

Without a faces-config.xml file with the version in it set to 2.0, EAP 6.1 tends to use JSF 1.1, and thus not enable facelets and trigger the JSF pipeline for them. The facelets are rendered as is: http://www.screencast.com/t/RPtpKazjXe
