[jms] All our JMS clients fail the TopicTests.java#topicRequestorExceptionTests_from_standalone JMS TCK test

This issue was already triaged by gemmellr long time ago and it was attributed to a deficiency in current Geronimo library, which is used to provide implementation for javax.jms. Specifically, the javax.jms.TopicRequestor#TopicRequestor is responsible for throwing the exception the JMS TCK test expects and is not getting.

I believe the customer impact is negligible, except that we cannot get all TCKs to pass unless Geronimo is fixed, or we use something else than Geronimo.
