Management Console is a lightweight and modular HTML5 web console with lots of plugins for managing your Java stuff
That is way too general, buzzwordy, somewhat false (lighweight???), and maybe a bit too informal.
You can switch between perspectives in Management Console by clicking the () perspective menu, which is the left-most item in the main navigation bar.
There is no such button.

There are irrelevant upstream/developer information. Probably not worth hiding, so lets ignore that.

Creating a new Address To create a new address simply click on the broker or the address folder in the jmx tree and click on the create tab. Once you have created an address you should be able to Send to it by clicking on it in the jmx tree and clicking on the send tab.
This is not sufficient, one needs to create a queue as well, before sending a message, otherwise there is nothing to deliver the message to.
Once you have created a queue you should be able to Send a message to it or Browse it or view the Attributes or Charts.
The new tabs in 7.0.3 are not mentioned here.
