Master broker won't start as a live server after kill -9 and other running brokers on topology

      1. Create server1master using server1master-broker.xml attached
      2. Create server1slave with port-offset 100 and server1slave-broker.xml attached
      3. Create server2master with port-offset 200 and server2master-broker.xml attached
      4. Create server2slave with port-offset 300 and server2slave-broker.xml attached
      5. Start all servers in sequence (server1master, server1slave, server2master, server2slave)
      6. run a "kill -9 <PID-server1slave>"
      7. run a "kill -9 <PID-server1master>"
      8. Start server1master again

      server1master won't start as a live server after kill -9 and will log the following message:

      16:28:48,389 INFO [org.apache.activemq.artemis.core.server] AMQ221109: Apache ActiveMQ Artemis Backup Server version 1.3.0.amq-700005-redhat-1 [null] started, waiting live to fail before it gets active

    Description

      Master broker won't start as a live server after kill -9 with a "waiting live to fail before it gets active" message. Only happens when there are other running brokers on topology.
      Also, if you perform the same steps replacing kill -9 with gracefully shutdown, you won't see the issue... and if you perform the same steps without server2master and server2slave running, you won't see the issue.
