Problem using a value for <cluster-user> in broker.xml that appears also in artemis-users.properties

After creating a new cluster using the same user-id value for the parameter <cluster-user> in broker.xml, and also using that user-id value as the id for the first created administrator, that user ID is unable to send/consume messages.

Perhaps the artemis tool for creating the initial cluster configuration, or even the broker at boot time, should check that the cluster-user does not appear in the broker users list. Also when adding new users, it should be checked that the new ID is not the same value than cluster-user ID.
