[ARTEMIS-2105] Discovery group connectors can delay broker shutdown

    Description

      When there is a discovery group configured, shutting down the broker while it is waiting on a broadcast response will wait for the discovery group timeout. The total length of the timeout will depend on the number of connectors configured.
