AMQ 7.2 upgrade procedure could have custom steps

Marking this as Critical. Without "custom" upgrade steps being documented and tested, customers may not be able to successfully run Broker or use certain functionality.

We are learning this information three days before Doc Freeze, when the author in this sprint is planned to be on PTO May 21-22. There is significant risk in completing these changes and testing them before GA.
