Network of Brokers Stops Dispatching Messages

    Description

      Within a network of brokers, some brokers randomly stop dispatching messages. This occurred a handful of times; however, after setting 'useCache' to false (i.e., disabling cache on broker), this issue no longer occurs. Suspect issue may be masked by disabling cache.
